The Traffic Engineering and Right of Way Division's goal is to provide effective management of traffic and land use-related activities involving public property in order to enhance and maintain quality of life in the community.

The Traffic Engineering and Right of Way Division is responsible for traffic and parking related services, updating the Engineering and Traffic survey, coordinating the City's Traffic Committee and other traffic engineering services. A Traffic Engineer consultant provides technical analysis for traffic safety, parking and other related issues. The Division handles requests and concerns from residents, conducts traffic and parking studies, and implements traffic control measures such as red curbs, stop signs, loading zones, and restrictive parking signs. In addition, the Division provides staff support to the Parking & Public Improvements Commission, which acts as an advisory board to the City Council.

Traffic Engineering will continue to administer the Neighborhood Traffic Management Program (NTMP)(PDF) as approved by the City Council in 2002. Studies will be conducted to identify and resolve issues related to traffic and pedestrian safety in areas surrounding schools and other areas designated in the program. The Traffic Division works closely with Planning and Public Works staff to address potential parking and traffic concerns during the development process. The Division also involves the Police Department to ensure all streets are properly signed in accordance to the California Vehicle Code for enforcement purposes, as well as the safety and welfare of the community.

In 2010, the final measures for the Downtown Parking Management Plan  (PDF) were implemented, culminating a two-year parking study for optimizing usage of public parking lots and on-street parking spaces. This plan included measures such as the Downtown Residential Override Parking Program (PDF), merchant parking programs in the City owned parking lots and structures, changes to the parking meter rates and meter enforcement times, the installation of new meters in un-metered locations, the addition of green vehicle parking spaces, and the implementation of new and improved directional parking signs with a clear and distinctive identity throughout the Downtown area.
