Underground Utility Assessment District 19-4 Approved by Majority Vote of Weighted Returns                                     

Manhattan Beach, CA (January 8, 2020) – At the January 7, 2020, City Council meeting, a public hearing was held and returned ballots were tabulated regarding Underground Utility Assessment District 19-4, located in the Hill Section with boundaries ranging from Boundary Place to 1st Street and Ardmore Avenue to Sepulveda Boulevard*.

In accordance with the Proposition 218 process, a majority of the property owners within District 19-4 voted in favor of district formation, based on weighted ballot results. The detailed results are as follows:

Following the vote, the Manhattan Beach City Council adopted a resolution approving the Final Engineer’s Report, forming the assessment district, and authorizing the assessments.  The Engineer’s Report described the allocation formula used to apportion the total project costs to each parcel in District 19-4 and provided the fully-burdened assessment ranges, which are as follows:

  • Residential Full Parcel Assessment Range: $35,851 to $61,120
  • Residential Partial Parcel Assessment Range: $14,650 to $36,885
  • Commercial per Parcel Assessment Range: $42,280 to $128,323

Separately, City Council approved the creation of a financial assistance program to help those households with limited income cover the cost of utility undergrounding upon formation of a Underground Utility Assessment District (UUAD). The tiered financial assistance program helps homeowners over age 62 with an annual household income of less than $100,000 defer all or part of the cost of undergrounding utilities until the end of the bond term or upon the sale or transfer of their homes.

Now that the voting process has concluded and assessments will be levied upon each parcel, property owners may choose to pay all or a portion of their assessments during the 30-day cash collection period, which ends on February 14, 2020. Construction is estimated to begin in April 2020 and pole/wires are expected to be removed in fall 2022.

What is Utility Undergrounding?

Utility undergrounding is the process of placing all overhead utilities (power, telephone, and cable TV wires) and facilities, such as electrical transformers, underground.  While the City does not currently own, operate or maintain any overhead electrical or communications utilities, state law allows residents to create districts to place assessments on parcels that are provided a special benefit. To create a UUAD, Proposition 218 requires that at least (50%+1) of the weighed ballots returned support the proposed assessments in order for the district to be formed.  The City takes no official position for or against undergrounding overhead utilities, but it does facilitate the district formation process for those neighborhoods that submit petitions showing a majority support among property owners for this endeavor.
