City Orders Social Distancing Measures, Including at Construction Sites - Zero Tolerance Enforcement

City Orders Social Distancing Measures, Including at Construction Sites
Zero Tolerance Enforcement
Manhattan Beach, CA (April 3, 2020) - In an effort to further prevent the spread of COVID-19, the City Manager has issued an emergency order requiring additional, specific social distancing measures at construction sites. In addition, the City will be maximizing its enforcement efforts to maintain social distancing throughout the City, issuing fines of $1,000. These measures are designed to minimize close personal contact, a known cause of the spread of COVID-19.
“It is clear that some construction sites and other members of the public are not taking the prevention of the spread of COVID-19 seriously, and are putting our residents and construction workers in further danger. Social distancing was not being practiced in public spaces, such as Ocean Drive, and at various construction sites in the City. We heard from residents and our City Council, and are taking actions immediately to prevent the spread of COVID-19 in Manhattan Beach,” said City Manager, Bruce Moe.
The emergency order, effective on Saturday at 12:01 a.m. April 4, requires that construction sites in Manhattan Beach have Exposure Control Plans which include the following measures, among others:
- Posting signs requiring hygienic practices of all workers on site;
- Installing hand washing facilities at every entrance of the construction site;
- Preventing the sharing of tools or equipment;
- Requiring frequent cleaning of surfaces;
- Instructing workers and other visitors to the site to maintain at least six feet of social distance at all times, including on lunch/breaks and all meetings, and posting signs to this effect;
- Ensuring that Personal Protective Equipment (PPE) such as face masks, eye protection, and gloves, is provided to all workers, including contractors, subcontractors, and employees. Workers needing close contact (less than 6-feet) in order to perform their work duties shall be required to wear PPE;
- Controlling “choke points” and other “high-risk areas” where workers are forced to stand next to one another such as hallways, hoists, elevators, and break areas;
- Minimizing interactions when picking up or delivering equipment or materials so that proper social distancing can be maintained;
- Staggering the trades as necessary to reduce density so that proper social distancing can be maintained; and
- Prohibiting anyone from entering a work site if they are experiencing signs of illness or have been in close contact with anyone who has been diagnosed as having COVID-19.

Violators of the emergency order, as well as the existing social distancing ordinance, will be fined $1,000. Violations at construction sites will result in the worksite being shut down.
