County Unveils First Modification to “Safer at Home” Orders

Manhattan Beach, CA (May 8, 2020) - Today, the Los Angeles County Department of Public Health (DPH) issued the Order, “Conditional and Limited Reopening of Certain Lower-Risk Retail Businesses and Public Spaces,” which modifies portions of the “Safer at Home” Public Health Order. 

In summary, specified lower-risk, non-essential retail businesses, not located within an indoor mall, may reopen for the sale of goods or services, but may only provide these goods and services to customers via pick-up, delivery, curbside, or outside of the store or facility. These non-essential retail businesses include:

  • Bookstores;
  • Florists;
  • Clothing and Shoe Stores;
  • Sporting Goods Stores;
  • Toy Stores; and 
  • Music Stores.

In order for these lower-risk retail businesses listed in the Order to reopen, each must make the appropriate adaptations required by the State Public Health Officer, as well as, implement and post the Los Angeles County Department of Public Health Reopening Protocol

The revised Public Health Order also permits the reopening of new or used auto sales dealerships or operations. As a condition of reopening, these auto sales businesses must implement the Los Angeles County Department of Public Health Reopening Protocol for Car Dealerships.

Additionally, both public and private golf courses may reopen to the public under the conditions required by and upon implementing the Los Angeles County Department of Public Health Reopening Protocol for Golf Courses

Many portions of the “Safer at Home” Public Health Order remain unmodified. Businesses should verify that the Public Health Order allows them to operate, as violators of the public health orders may be subject to citations and criminal prosecution.  

The State of California and County of Los Angeles are in the early stages of establishing a framework to adjust the Public Health Orders that allows businesses, organizations, facilities, and public spaces to reopen in a safe manner. While the City is looking forward to when the State and County reopen our local economy, the City cannot adopt any public health measures that conflict with the baseline of regulations required by the County or State. Therefore, the City must continue to follow the County Department of Public Health’s regulations and guidelines on how to reopen. As the City receives guidance from County and State officials, the City will continue to communicate that information to the public.
