The City of Manhattan Beach uses its City-wide Strategic Plan to guide decision-making at all levels of the organization. It allows the City to focus on core functions and ensure that every department is working together towards common goals. During budget planning season, the Strategic Plan allows the City Council to set budget priorities in line with the overall vision of the City and provides a common language of goals and objectives for all departments. The new Strategic Plan includes six Pillars of Success that were considered essential to the continued success of the City and its community. They are:
Strong Governance that Values Meaningful Resident Engagement
Excellent Municipal Services Provided by an Aligned and Committed Workforce
Effective Physical Asset Management - Infrastructure, Facilities, Amenities
Each of these pillars includes associated Governance Activities that offer more details on how the Pillars themselves can be incorporated into the City of Manhattan Beach on a day-to-day and long-term basis. Click here to read those Governance Activities.
Additionally, a new City mission statement was created from this effort:
"The City of Manhattan Beach is recognized for providing exemplary municipal services and contributing to the exceptional quality of life afforded to residents, business and visitors who enjoy living in and visiting California's safest beach community."

To facilitate the Strategic Planning process, the City worked with The Novak Consulting Group. They have worked with cities all across the nation to develop focused and meaningful strategies for future development. Julia Novak, president of The Novak Consulting Group, facilitated the City-wide Strategic Planning Community Input Meeting on Thursday, October 15, 2015, as well as the City Council Strategic Planning Workshops on November 4 and November 30, 2015. After community meetings, employee feedback and individual City Council interviews, the City Council convened at their Strategic Planning Workshops on November 4 and November 30, 2016. Together they created a comprehensive City-wide Strategic Plan that includes a vision, list of values and six Pillars of Success, as seen above.
Previous Strategic Plans
The previous Strategic Plan for the City was completed in 2013 and can be found here. The City used the preceding plan’s core values and three-year goals to help inform the most recent Strategic Planning Process. Additionally, the City’s previous mission statement that emerged from earlier Strategic Planning sessions helped to guide its development:
“The City of Manhattan Beach is dedicated to providing exemplary municipal services, preserving our small beach town character and enhancing the quality of life for our residents, businesses and visitors.”
During this Strategic Planning process, the City used a number of guiding documents in creating core values and goals for the future. These documents have come from a variety of recent community input opportunities on a number of different topics. They include:
- Urban Land Institute Downtown Visioning Report
- Downtown Specific Plan Community Input
- Community Priority Budget Meeting
- 2015 Manhattan Beach Resident Survey
- Goals from City Council Retreat in March 2015
- Facilities and infrastructure
- Environmental sensitivity
- Preservation of small town, beach identity
- Economic vitality
- Citizen engagement
- Fiscal sustainability and financial efficacy
- Respect for and effectiveness of city government
- Public safety
These documents helped the City build on the already excellent input from the Manhattan Beach community regarding what is most important to its residents.
The Strategic Planning process relied heavily on gathering the input of the residents of the City of Manhattan Beach. Residents were encouraged to participate in the process in a number of ways:
- The City operated a booth at the Manhattan Beach Farmer’s Market to allow residents to give staff input or fill out a Strategic Planning Survey on these dates:
- Tuesday, September 22, 2015 from 11:00 AM to 4:00 PM
- Tuesday, October 6, 2015 from 11:00 AM to 4:00 PM
- Tuesday, October 13, 2015 from 11:00 AM to 4:00 PM
- Strategic Planning Community Input Meetings were held on Thursday, October 15, 2015 at the Joslyn Community Center to encourage stakeholders to give their input. Between the two meetings, around 100 people attended and gave feedback on their priorities for the City.
- The City’s Open City Hall website offered those who might have been unable to attend the community meetings an online option to provide feedback on what they considered priorities in Manhattan Beach.
